THE Judiciary has rolled out the Integrated Electronic Case Management System (IECMS) in Mashonaland East Province, marking another milestone in Zimbabwe’s drive to modernise the justice delivery system and improve access to courts.
Deputy Chief Justice Paddington Garwe officially launched Phase 4.3 of the digital platform in Marondera and Wedza on Monday, saying the initiative will make justice more accessible by allowing litigants and legal practitioners to file cases, track proceedings and attend hearings remotely.
“We are here in Marondera to assess how the rollout of the IECMS is progressing. My assessment is that it has started very well,” said Deputy Chief Justice Garwe.
“All members of staff have been trained, public awareness campaigns were carried out, and help desks, interview rooms and internet hubs have been established for those who may not have the necessary gadgets to access the IECMS.”
He said the system was designed to eliminate barriers that previously forced litigants to travel long distances to access court services.
“The objective is to ensure access to justice. In the past, litigants had to travel long distances to access justice. This programme ensures that litigants and lawyers can access the system from wherever they are. Even court hearings can take place virtually,” he said.
The electronic platform enables online filing of cases, virtual court hearings and real-time case tracking, among other functions aimed at improving efficiency within the justice sector.
Deputy Prosecutor General Nelson Mutsonziwa said the digital system would enhance accountability and reduce opportunities for interference with court records.
“It has brought about efficiency. It makes processes more efficient and reduces human interface. It also reduces the risk of information being tampered with by people who may want to manipulate records,” he said.
“It is the way to go. There is no other option because this is the direction the world is taking.”
Residents welcomed the initiative, saying it would strengthen public confidence in the justice system through improved transparency and secure record management.
They noted that the adoption of digital technology would help prevent the loss or destruction of court documents while accelerating the clearance of cases.
The IECMS forms part of the Judiciary’s broader digital transformation programme aimed at modernising court operations and bringing justice services closer to communities across the country.
