Analysts: CAB3 passage followed democratic process

POLITICAL analysts say Parliament’s approval of the Constitutional Amendment Number 3 (CAB3) Bill reflects the will of the people, citing overwhelming support for the proposed constitutional changes.

The Bill secured the required two-thirds majority in both the National Assembly and Senate, with more than 99 percent of legislators voting in favour, before the National Assembly adopted amendments proposed by the Upper House on Tuesday.

Analysts say the voting outcome demonstrates broad support for the Bill and adherence to constitutional processes.

Political analyst Mr Elton Ziki said the voting pattern reflected the democratic process.

“The voting patterns show the required two-thirds majority at law. These numbers speak to the democratic process and the popularity of this Bill,” he said.

Political analyst Mr Gabriel Chaibva said the legislative process was inclusive and incorporated public participation.

“This is ample evidence that the Bill followed all the processes while also reflecting the desires of Zimbabweans who expressed their views during public hearings,” he said.

Another political analyst, Mr Dereck Goto, said the amendment process complied with constitutional requirements.

“The Constitutional Amendment Number 3 Bill followed the dictates of the Constitution, as all democratic processes were followed to ensure that the nation comes up with a refined document,” he said.

Minister of Justice, Legal and Parliamentary Affairs, Honourable Ziyambi Ziyambi, described the legislative process as extensive, noting that Parliament increased the number of public hearing venues to broaden public participation.

“One of the highlights of CAB3 was Parliament’s decision to increase the number of public hearing venues. The level of participation and the robust debate in both Houses was historic,” he said.

The Constitutional Amendment Number 3 Bill was approved by Cabinet on February 10 before being gazetted by the Speaker of the National Assembly, Advocate Jacob Mudenda. It subsequently underwent nationwide public hearings, followed by debate and approval in both Houses of Parliament.

The Bill now awaits Presidential assent.
