President Mnangagwa urges ZANU PF to spearhead NDS2 delivery as investment confidence grows

ZIMBABWE’s strong economic recovery and rising investor confidence must now be matched by decisive delivery under the National Development Strategy 2 (NDS2), President Mnangagwa has told the ZANU PF Politburo, urging the party to take a central role in consolidating national gains and propelling the country toward Vision 2030.

Addressing the 389th Politburo meeting in Harare, President Mnangagwa said the completion of NDS1 at the end of this year and the launch of NDS2 had laid a firm foundation for accelerated national development.

“The last quarter of the year culminated in the successful completion of the National Development Strategy 1 and launch of NDS-2,” he said.
“The achievements of the Transitional Stabilisation Programme and NDS1 as well as launch of NDS2 were a result of the views and resolutions of our past conferences and congress. ZANU PF is a listening Government.”
The President said the 2026 National Budget was crafted in line with resolutions adopted at the party’s recent conference, reflecting continued alignment between Government priorities and community needs.
“The conference further concretised our people-centred development path, towards Vision 2030. More critical in this respect, was the fact that the 2026 National Budget announced last week was sensitive to the party’s conference resolutions. This is commendable, well done. Our national Vision 2030 and NDS2 remain fundamental beacons that guide our work and plans for the near future.”
President Mnangagwa noted that Zimbabwe had recorded “unprecedented milestones” across key sectors and should remain confident in its development trajectory.
“Together as one people, from all the four corners of our country, in our diversity, we achieved unprecedented milestones across every facet of our economy and society,” he said.
He said economic growth remained strong, supported by agriculture, high global mineral prices and increased investment in manufacturing, tourism, construction and infrastructure.
“Indicators are that we will end the year on a sound economic footing,” he said.
“The remittances by our citizens in the diaspora continue to positively impact our country’s current account as well as balance of payments.”
President Mnangagwa also applauded renewed international engagement and rising investor interest as proof of growing global confidence in the country.
“The ongoing visits and show of interest by reputable investors from within our country as well as the region and beyond are a vote of confidence on the trajectory and success milestones we are attaining.”
He further highlighted that the engagement and re-engagement policy was producing measurable results through strengthened cooperation with regional partners.
“Our engagement and re-engagement with other countries is bearing positive results,” he said.
“The bi-national commissions are enabling our country to combine its strengths with other jurisdictions, for win-win benefits.”
Successful meetings under those frameworks with Zambia and Mozambique are set to deliver joint investment programmes aimed at boosting regional prosperity, he added.
Turning to governance and modernisation, President Mnangagwa urged the party to embrace technological developments shaping global politics and administration.
“Equally important is the need for ZANU  PF to face head-on, contemporary issues such as the impact of ICTs as well as artificial intelligence, among other trends, on our body politic and national governance systems,” he said.
“We must be proactive and prepared to adapt our party in line with these developments.”
NDS2, launched last week, is expected to consolidate the gains made under NDS1 and push Zimbabwe closer to attaining an upper middle-income economy by 2030. Fiscal measures introduced through the 2026 National Budget will support implementation across priority sectors.
