GOVERNMENT says devolution remains a key pillar in accelerating infrastructure development and improving access to essential public services, with Treasury committing increased investment towards closing infrastructure gaps in rapidly growing urban settlements.
Cowdray Park’s rapid population growth has placed the suburb at the centre of government development priorities, with additional devolution funds and Constituency Development Fund (CDF) allocations set to support the expansion of roads, water and sanitation infrastructure, as well as schools and healthcare facilities.
The interventions build on progress recorded under the Second Republic, which saw the construction of a government clinic and a primary school in Cowdray Park in 2023, improving access to healthcare and education for thousands of residents.
Speaking after a stakeholder engagement meeting in Cowdray Park on Saturday, the Minister of Finance, Economic Development and Investment Promotion, Professor Mthuli Ncube, said the next phase of development will focus on addressing the suburb’s infrastructure deficit.
“Cowdray Park is one of the largest and fastest-growing suburbs in Bulawayo, and the rising population is putting pressure on roads, water and sewer infrastructure. Treasury will continue directing devolution funds and Constituency Development Funds towards expanding these services. The suburb also requires additional schools and health facilities, and we are committed to investing in that infrastructure as part of our broader drive to close development gaps across the country,” he said.
Local authority representatives said the devolution programme has strengthened collaboration between central government and local authorities in improving service delivery.
Bulawayo Deputy Mayor Councillor Edwin Ndlovu said cooperation among councillors, Members of Parliament, ministers and central government remains critical in improving residents’ lives and advancing the country’s Vision 2030 aspirations.
“When we are elected into office, we must work together as councillors, Members of Parliament, ministers and central government to improve people’s lives. The progress being made in Cowdray Park demonstrates how collaboration is driving development and advancing Vision 2030,” he said.
Ward 28 Councillor Ntandoyenkosi Ndlovu said initiatives by the Mthuli Foundation in Cowdray Park highlight the importance of unity and collective action in driving community development in line with President Emmerson Mnangagwa’s vision of leaving no one and no place behind.
“The Mthuli Foundation has chosen development over division by prioritising people and community projects. The progress we are witnessing in Cowdray Park reflects the President’s vision of leaving no one and no place behind,” said Councillor Ndlovu.
According to the 2022 Population and Housing Census, Cowdray Park is Bulawayo’s largest suburb and one of Zimbabwe’s fastest-growing urban settlements, with a population exceeding 75,000 residents.
