OVER 4 000 inmates are set to benefit from the 2026 Presidential Amnesty, with the first group of over 3 700 released from Harare Central Prison this Monday under Clemency Order Number One of 2026.
The usually quiet prison entrance was transformed into a scene of emotion and celebration as the first beneficiaries walked free, greeted by family members and supporters.
“I have learned a lot during my time here. I was convicted of domestic violence after assaulting my wife. This experience has taught me the importance of treating women with respect and dignity,” said one beneficiary, who served nearly four years for theft. “We are grateful to His Excellency President Emmerson Mnangagwa for this opportunity to reunite with our families.”
Family members expressed equal relief and joy. “I am happy that my son is now out. It was difficult to care for his family on my own. Today is the happiest day of my life,” said one mother.
The clemency order covers inmates serving short-term sentences, the elderly, the terminally ill, and women. It specifically excludes those previously released under amnesty, escapees from lawful custody, prisoners serving sentences imposed by a Court Martial, and individuals convicted of murder, robbery, and other specified serious crimes.
According to the Zimbabwe Prisons and Correctional Service (ZPCS), a nationwide audit using the Electronic Inmate Data Capturing Program (EIDCAP) identified 4,305 eligible beneficiaries, including 223 females and 4 082 males. Of the male beneficiaries, 3 755 are being released immediately, with the remaining 327 to be freed in a staggered process. Inmates serving over 48 months for non-specified offences will receive a one-quarter remission of their remaining sentences.
Minister of Justice, Legal and Parliamentary Affairs, Honourable Ziyambi Ziyambi, emphasised that the amnesty is not intended to diminish the seriousness of the offences committed but recognises the potential for rehabilitation and reintegration.
“The Zimbabwe Prisons and Correctional Services (ZPCS) has conducted a nationwide audit through an Electronic Inmate Data Capturing Program (EIDCAP) to identify eligible beneficiaries. The total number of inmates benefiting from this order is 4 305, which includes 223 females, 223 and 4 082 males. However, for the Males 3 755 will be immediately released, and 327 will be released in a staggered manner.
“Please be advised that inmates serving over 48 months for non-specified offences receive a one-quarter (1/4) remission of their remaining sentence. Furthermore, the nation should note that the release of the 3 978 beneficiaries begins today. The nation is urged to note that amnesty is not a dismissal of the gravity of the crimes committed, but an acknowledgement of the capacity for human reform. I call upon all Zimbabweans, families, community leaders, and the private sector to receive these individuals with grace.
“Successful reintegration is the most effective tool against recidivism. To the beneficiaries, His Excellency has extended a hand of mercy. Use this opportunity to contribute positively to the development of our great nation as we work towards Vision 2030,” Honourable Ziyambi said.
The implementation of Clemency Order Number One of 2026 forms part of government efforts to decongest prisons while promoting rehabilitation and social reintegration.
