ALL is set for the official opening of the second session of the 10th parliament and State of the Nation Address (SONA) to be presented by President Emmerson Mnangagwa this Wednesday.
President Mnangagwa is expected to address a joint sitting of the Senate and National Assembly when he officially lays out the legislative agenda for the second session of the 10th Parliament at the new Parliament building in Mt Hampden.
“As required by the constitution, the speaker of parliament and president of the senate have duly made necessary arrangements for his excellency to address Parliament tomorrow at 2 PM.
“Our expectation as usual is that the President will outline the legislative agenda for Parliament for the incoming session basically that will outline the issues that parliament will be seized with this will include some of the bills that are currently before Parliament that will be rolled over to the next session and any new legislation that the President will outline,” said Clerk of Parliament, Mr Kennedy Chokuda.
Several bills including the Parks and Wildlife Amendment Bill, Death Penalty Abolition Bill and Mines and Minerals Bill are at various stages of enactment into law.
“There are a number of bills that will be rolled over into the next parliament for example mines and Minerals Amendment Bill, which had been referred back to parliament. It has been brought back and now submitted to parliament and we are now ready to gazette it any time. We have several others being attended to by the respective.”
Some other bills that are expected to be rolled into the Second Session of the 10th Parliament include the Persons With Disabilities Bill, the Civil Aviation Amendment Bill and the Private Voluntary Organisations Amendment Bill.
