THE Office of the President and Cabinet (OPC) has launched a Whole-of-Government Approach (WOGA) training programme for the Zimbabwe Prisons and Correctional Service (ZPCS), as part of efforts to align the security sector with the National Development Strategy Two (NDS2).
Introduced in November 2025, NDS2 is a five-year development blueprint running from 2026 to 2030, anchored on the country’s Vision 2030 agenda to attain upper-middle-income status. Central to its implementation is the Whole-of-Government and Society Approach, designed to enhance coordination across institutions.
The inaugural training session, held on Tuesday, marks the beginning of a broader rollout targeting the security cluster, positioning it as a key stakeholder in delivering NDS2 objectives.
“After the launch of the WOGA, the Chief Secretary instructed that we train all security clusters so that everyone is on the same page, and this Tuesday we have taken it to the ZPCS, where we are saying they are a critical pillar of achieving the objectives of NDS2,” Permanent Secretary for Provincial Affairs and Devolution in the OPC, Tafadzwa Muguti said.
The initial phase targets senior ZPCS leadership, with a nationwide rollout expected over the next six months.
Engineer Muguti said the correctional service plays a strategic role across the 10 pillars of NDS2, particularly in rehabilitation and reintegration.
“The ZPCS has an important role in society when it comes to the rehabilitation and reintegration of the citizenry, which would have coloured outside the lines, and the citizenry is the greatest stakeholder of Vision 2030, so we will intensify the effort by government to educate the security cluster,” he said.
Zimbabwe Prisons and Correctional Service Commissioner-General, Dr Moses Chihobvu said the training programme will address inefficiencies associated with silo-based operations.
“Historically, silo-based operations often led to fragmentation, duplication of efforts and inefficiencies in service delivery. The WOGA addresses these challenges by promoting coordination, shared responsibilities and alignment of efforts across government,” he said.
He added that the initiative comes at a critical time as the ZPCS intensifies efforts to transform correctional facilities into centres focused on rehabilitation and successful reintegration.
