Zimbabwe develops Whole-of-Government digital monitoring system to boost accountability and service delivery

THE Government is developing an Integrated Whole-of-Government Monitoring, Evaluation and Learning System (WOGMELS) as part of efforts to strengthen accountability, improve service delivery and enhance data-driven decision-making under the National Development Strategy Two (NDS2).

Senior government officials are meeting in Kariba at a workshop convened by the Office of the President and Cabinet to design the digital platform, which is expected to integrate planning, budgeting, personnel performance management, monitoring and evaluation across ministries, departments and agencies.

Head of the E-Government Technology Unit, Dr Tafara Matekaire said the system will provide government with real-time access to development data, enabling informed decision-making and improved coordination.

“The Whole-of-Government Monitoring, Evaluation and Learning System is a critical pillar in our journey towards a digitally integrated State. It will bring together planning, budgeting, personnel performance management, monitoring and evaluation on a single interoperable platform,” he said.

Dr Matekaire said the system will help eliminate duplication of effort and resources, strengthen accountability and improve the implementation of national programmes.

National Monitoring, Evaluation and Learning Head, Ms Fananai Madambi said WOGMELS will enhance the government’s ability to track and assess the implementation of projects and programmes across all sectors.

“Through real-time access to development information, the system will enhance accountability, improve evidence-based decision-making and enable timely corrective action where implementation gaps are identified,” she said.

In a speech read on her behalf by Mashonaland West Provincial Secretary Mr Josphat Jaji, Minister of State for Provincial Affairs and Devolution, Honourable Marian Chombo, said the initiative reflects the government’s commitment to modernisation and results-based governance.

“The development of the Whole-of-Government Monitoring, Evaluation and Learning System demonstrates our determination to strengthen accountability, improve public sector performance and enhance service delivery,” she said.

 

Once fully implemented, WOGMELS is expected to improve progress tracking, identify implementation bottlenecks and strengthen institutional learning, supporting Zimbabwe’s drive towards achieving Vision 2030.
