Bulawayo industrial revival sets foundation for NDS2 implementation

ZIMBABWE’s industrial sector has undergone notable transformation under the National Development Strategy One (NDS1), with Bulawayo emerging as the focal point for re-industrialisation and manufacturing modernisation.

As NDS1 draws to a close on December 31, government and private sector stakeholders report significant progress in modernising production facilities, upgrading technology, and expanding capacity across the city’s industrial hubs. These developments are seen as laying the groundwork for the National Development Strategy Two (NDS2), which comes into effect in January 2026.

“The re-industrialisation of Bulawayo industries contributed to the growth of the local economy, and this aligns with NDS1 pillars. A lot of employment opportunities have also been created throughout the retooling of Bulawayo industries,” Bulawayo Minister of State for Provincial Affairs and Devolution, Honourable Judith Ncube said.

The retooling of Bulawayo industries under NDS1 is set to be consolidated by NDS2, which comes into effect on January 1, 2026, resulting in increased investment in the growth and production of home-grown products.

Key sectors, including food processing, manufacturing, and textiles, have benefited from the adoption of new technologies and improved operational efficiency. National Foods Group Chief Executive Officer, Michael Lashbrook, said enhanced local production now provides opportunities for both domestic supply and export of processed goods, including cereals, pasta, and biscuits.

Industrialists and analysts have highlighted that the city’s revitalisation has also catalysed broader infrastructure improvements.

“In 2012, nothing was happening in most areas across the country, but with the coming of the second republic, every week, there is something happening. The second republic is doing a lot to ensure that the nation catches up on development that should have been done 20-25 years ago,” industrialist, James Ross Goddard added.

The positive milestones recorded under NDS1 have laid the groundwork for NDS2, which is set to run from 2026 to 2030, with a focus on accelerating industrialisation and value addition.
