CAA No. 3 to drive investment, stability and social safety nets

THE recently gazetted Constitution of Zimbabwe Amendment Act No. 3 is expected to strengthen inclusive development by providing the policy stability needed to accelerate investment, service delivery and social protection programmes under Vision 2030.

This emerged during a food distribution programme in Kwekwe on Friday, where more than 500 elderly people and persons with disabilities received food hampers.

Midlands Minister of State for Provincial Affairs and Devolution, Honourable Owen Ncube said the constitutional amendment reinforces policy continuity and investor confidence.

“We would like to applaud President Mnangagwa as CAB 3 is now part of our supreme law. The law buttresses investor confidence, policy continuity and stability for accelerated implementation of impactful projects, including social safety nets,” he said.

The food distribution programme aligns with the Second Republic’s National Development Strategy 2 commitment to protecting vulnerable households and ensuring that no one and no place is left behind.

A beneficiary welcomed the initiative, saying:

“Government has shown that people living with disabilities have not been forgotten. This assistance restores our dignity and gives us hope that we are part of Zimbabwe’s development journey.”

Another community member said:

“We appreciate this programme because it is reaching those who need it most. It is encouraging to see vulnerable members of the community receiving practical support.”

An elderly beneficiary said the assistance had come at a critical time.

“As elderly people, many of us have no regular source of income, so these food hampers will help us provide for our families and reduce the burden of buying basic commodities.”

Government says constitutional reforms, coupled with social protection programmes, continue to improve the welfare of vulnerable communities while advancing inclusive national development.
