Local authorities implored to implement the service delivery blueprint

Story by Mercy Bofu-Matinha

THE Government has rallied local authorities to implement the recently launched Blueprint which places emphasis on improving service delivery.

The government is following up on local authorities to ensure they implement the Service Delivery Blueprint launched by President Emmerson Mnangagwa in November last year.

Local Government and Public Works Minister Honourable Winston Chitando was in Masvingo this Monday where he noted that the blueprint is the initial step towards urban renewal and improved service delivery, hence compliance is non-negotiable.

“As espoused in the Blueprint, we are saying, there is no compromise to service delivery. Two main components in that Blueprint will guide our local authorities. The first one is a call for local authorities to comply with the law and the second one is the need to ensure improved service delivery. We are saying all local authorities must submit their masterplans by the 30th of June this year.”

The two local authorities in Masvingo pledged to improve service delivery and expressed gratitude to the government for its support through availing devolution funds.

“As Masvingo City Council we are working on our masterplan and as said by the minister we have already identified gaps, especially on water supply and waste removal and a roadmap to address these is in place,” said Engineer Edward Mukaratirwa, Masvingo Town Clerk .

“We are happy that the government is supportive in ensuring we deliver quality service. We have been receiving devolution funds and we managed to do several programmes that are benefitting communities a lot,” said Mr Martin Mubviro, Masvingo Rural District Council Chief Executive Officer.

Most urban councils have been under the spotlight for failing to fulfil their mandate in terms of service delivery which has promoted central government to step in.

The recent intervention has seen the government launching Operation Chenesa Harare to clear piles of uncollected garbage across the capital city.
