Constitution amendment number 2 Bill at committee stage in Senate

The Constitution Amendment Number 2 Bill came to the committee stage of the Senate this Wednesday with the majority of the clauses being passed unanimously.

The bill was passed by the Lower House last week and this Wednesday, the bill came to the Upper House for the committee stage where it was read clause by clause.

Minister of Justice ,Legal and Parliamentary Affairs Honourable Ziyambi Ziyambi explained the provisions of the bill.

The bill seeks to empower women by extending the provision for the indirect election of an additional 60 women members of the national Assembly. The present constitution provides that the proportional representation has a life span of two parliaments effective from the 22nd of August 2013. The bill also proposes that women must take up a third of the membership of all local councils,he explained.

The bill also seeks to reduce the top heavy provincial councils in local authorities to make them lean and effective.

In line with other supreme laws within the SADC Region, the President must be allowed to select the other members of the Presidium.
